The Study Of Trust In Modern Political System

This article is based on the background of modern society, trying to sketch the basic theory of trust issue in the ideal political system, and study from the logical clue of generation, operation and function of political trust, in order to construct a proper theoretical explanation structure.According to this article, it is the modern consequence that spurs the generation of abstract systematical trust. When trust is embedded into political system with the main form of abstract trust and the main carrier of expert system, it has the special feature of embeddedness, limited stability, interest relativity and overdraft. Under normal operation, political trust tends to circulate like a screw in form of bottom-line trust, rational trust and diffused trust. Meanwhile, once it starts to run independently, the political trust will play the various functions of complication predigestion, political legality, systematical stability and political cultural shaping. However, what hides behind the process of political trust operation, is the conflict and combination of public sense and nonsense. As two extremes of dualistic contradiction, absolute public sense and nonsense both are a kind of heteromorphy. Namely, when the absolute nonsense dominates, the public will fall in to the blindness of"absolute trust", which is under the autarchy of political experts or distorted medium; while if the absolute sense dominates, the public will fall into total distrust.This article pays special attention here to the peculiar value and significance of political distrust. Derived from the tradition of"republic"and"ill-conditioned saying", political-nonsense idea has already been an essential part of democratic political value. Through analyzing its generation, operation and special function, this article holds the view that only the"limited trust"mechanism can discard the nonsense function, and promote the political democratization, and at the same time, overcome the blind irrational trust, to eventually realize the mutual transformation and balance of the dual contradiction, and ensure the virtual circulation of trust in the political system.At present, when such public venture is prominent, the issue of public security and guarantee has become an urgent century problem in modern political system. Based on the study above, this article suggests try to apply the idea of"trust governing", with the core of limited trust, to realize venture controlling. Namely, in public system, the approaches of public venture will no longer rely on government, but should be achieved by building the flat on which the public and government govern together; shaping trust association, forming brand-new value of approaching modern venture, and promoting the public from negatively taking on the venture or transfer it to government with extreme emotion, to actively joining in the venture governing and taking on the responsibility, finally realizing the coexistence and win-win game in political system.
