"Flour Secretary":The Construction Logic Of The Grassroots Political Trust In The Collectivization Period

After the completion of the land reform,the Communist Party of China began to explore the socialist road,in which the people’s commune system pushed the collective production and life of farmers to a climax.however,there are many contradictions and risks hidden in the centralized system of politics and society.When the government chooses centralized management to complete political tasks and achieve governance purposes,and farmers are dissatisfied based on survival rationality,the government gradually falls into the dilemma of farmers generally distrusting them.In order to solve the problem of lack of trust,the government chooses to select cadres and construct their identity to achieve the reconstruction of political trust.The discussion of its construction logic is the focus of this article.This article takes the X village of Ulanchabu in Inner Mongolia as a case study site,and takes the appointment process of the "Flour Secretary,as the specific research object.This article analyzes how to use the Flour Secretary from the previous farmers’ distrust of the government during the collectivization period.Later,the trust tried to find the way and logic for the construction of political trust in the place.The main body of this article is divided into three parts according to the development process of the event.The first is the reason for the "Flour Secretary".The government selects cadres to govern in response to political unbelief.The selected objects have become individual choices due to their high interpersonal trust,and "Flour" has political symbolic value and becomes a symbol choice.Second,before the Flour Secretary took office,the government standardized construction from promotion to training,integrated shaping from nature to image,and socialized methods from propaganda to promotion,which increased interpersonal trust.The third is that after the appointment of the Flour Secretary,high interpersonal trust has a trust effect to help the operation of the cooperative mechanism.In the process of cooperation training of personnel,cooperation construction of organizations,and cooperation of rules,the government and farmers achieve good interaction,produce cooperative performance,and promote politics.Trust reproduction.The study found that from the perspective of the relationship between the state and farmers,the process of constructing political trust in Village X during the collectivization period is a process of constructing personal interpersonal trust and transforming it into political trust.From the perspective of construction path,the trust construction model of X place can be summarized as trust-representation-cooperation.Among them,individual interpersonal trust including ability trust,authority trust and personality trust is the source and foundation of political trust.As a representative of the government,the cadre’s image and identity is an internal guiding method to strengthen the peasants’ trust in the government.The effect of high interpersonal trust facilitates the operation of the production cooperation mechanism.The grasp of the core elements of communication response,fair incentives,and public collective consciousness has realized the benign interaction between the government and farmers,and is a way to incubate political trust by strengthening external rules.From a theoretical point of view,the research on the transformation mechanism of interpersonal trust to political trust fills the research gap and has great theoretical and practical significance.
