Study On The Function Of Government In Building The Independent Innovation Systems

Currently our country has taken independent innovation as the center of economic structure readjustment and the national competitive, So we must make every effort to enhance the ability of original innovation, Obtains the more science discovery and the technical invention diligently; to enhance the ability of integrated innovation, through each kind of related technical achievement fusion gathering, form market competitive product and industry; and enhance the ability of re-innovation after absorbing advanced technologies from abroad.Strengthening the ability of independent innovation involves the enterprise, the institutions of higher education, the scientific research institution and the social intermediary organization as well as all levels of governments. Therefore, building the independent innovation system that centered on strengthen the ability of independent innovation is imperative under situation. Independent innovation system is an innovation system that takes gaining the independent intellectual property rights; grasp the core technology as the tenet, aims at self development and conformity innovation resources, to improve independent ability.Government as an important main body of innovation system plays a key role in building technological innovation system. Compared the innovation system with Japan, South Korea and the United States, we conclude that governments have played a very important rules through participating innovation, creating innovation environment, establishing innovation strategyand so on. Then adopted Jiangsu Province as a case analysis, resulting in Jiangsu provincial government should play a guiding and management functions, create an enabling environment for enterprise, support the implementation of innovative financial, financial and government procurement policies.According to foreign and domestic comparative case analysis, we draw our problems in building our independent innovation system. The problem lies in the inadequate ability of independent innovation, enterprises haven't played a key role in technological innovation, low efficiency of innovative system. As government, independent innovation understanding backward, inadequate technology inputs, and management systems hang behind are the key reason of low ability of independent innovation. Therefore, our government must create an environment conducive to innovative institutional mechanisms and policy environment, and give full play to enterprises in the main role of independent innovation, scientific research institutes and institutions of higher education in the full play the key role in independent innovation, combine re-innovation after absorbing advanced technologies from abroad and the capability of independent innovation, build our own independent innovation system...
