Study On The Functional Positioning Of Government In The Intervention Of Independent Innovation

President Hu proposed that we should improve the independent innovation ability and construct the innovation country in the party's 17 big report. He pointed out that enhance the independent innovation ability is the core of the national development strategy and the key of strength the comprehensive national. This is a important task of the science and technology work and also an item of system's project.Currently, our country's independent innovation ability is not strong, the core independent property rights are deficient, the industrial development are under the control of others.Under the special national condition, sharpens the independent innovation ability is especially urgent and important.Strengthening the ability of independent innovation involves activities of the enterprise, the university, the scientific research institution, the intermediary organization as well as all levels of the governments. All of them government plays the pivotal role. However, Government also has problems in the intervention of the independent innovation's process, such as the function offside, vacancy and dislocation. This problems caused the efficiency of our country's national innovation system not to be high and affected the economical and society's sustainable development. It comes to the key of improving the ability of independent innovation that we should locate the function of the government in the independent innovation system.The paper analyzed the connotation of independent innovation and the theory of the independent innovation intervented by government, the author emphatically analyzed the problems that existed in independent innovation and the responsibility of government. To draw on the experience of the innovated countries,the author located the government's function in the independent innovation.The present paper mainly consists of the following contents in five facets:At first,the connotation of the independent innovation.Secondly, theoretical basis of independent innovation intervented by government;Thirdly the main problems exisitent in independent innovation of our country and analysis of the responsibility of government;Fourthly, experiences of independent innovation intervented by government in innovative nation and their enlightenments for our country;Finnally, functional positioning of government in independent innovation.
