Research On Countermeasures Of Hefei Independent Innovation Policies Environment Optimization

Independent innovation policy environment is one of the key factors that affect our capacity for independent innovation. As a national innovative pilot city, under the guidance of "Famous lake city, Highland of innovation", under the combination of independent innovation policies, after recent years of development, independent innovation ability in Hefei has been in the provincial capital cities in China.Every year Hefei government would publish new independent innovation policies, some of them are the inheritance of past policies, and some of them are the optimization of past policies with the development of the society. In this paper, we classified current independent innovation policies in Hefei from the fiscal policies, preferential tax policies, financial policies, talent policies, industrial policies. And analysis of results of Hefei nearly five years independent innovation statistical. Based on understanding current independent innovation policies in Hefei and combining with other regional independent innovation policies, gives suggestions for Hefei independent innovation policies environment optimization.To the research methods, this paper adopt literature research, data analysis method, integrated method. The first chapter is the introduction, at first we introduced the background of the research, then we comb summary the research on this field at home and abroad,at last we introduced the meaning of the research, research ideas and methods, the innovation points of this paper; The second chapter defined the concept of independent innovation policies environment related concepts and lists the theory foundation of independent innovation and innovation environment; The third chapter is the analysis of present situation of Hefei independent innovation policies environment. First of all, we made a brief introduction of Hefei, then made a brief analysis of independent innovation current situation according to the "twelfth five-year" plan of Hefei; Through analyzing the present situation of the Hefei city independent innovation policies,we find out the problems existing in the independent innovation policies environment in Hefei and analyzes the main reasons for the problems in the forth chapter; The fifth chapter we proposed the principles of independent innovation policy environment optimization, then put forward the suggestion that promote Hefei independent innovation environment optimization from following aspects, fiscal expenditure on science and technology growth and assessment mechanism, optimization of the tax preferential policies, government procurement policies for independent innovation of incentive, Independent innovation talent support strategy, improvement of independent innovation policy system.
