On The External Restrictive Factors Of China's Government Performance Measurement

Government performance measurement functions as a tool to improve government's performance, therefore it exerts far-reaching significance upon the governmental institution reform. However, satisfactory effect has not been achieved since the government performance measurement has been conducted in governments at various levels. The main problems include: the insufficient factors from the inner of China's government performance measurement system, and the external restrictive factors of China's government performance measurement system. This paper mainly analyzes the external factors of China's government performance measurement.Based on extensive investigation, with reference to the status quo of research and practice at home and abroad, this paper makes a survey of civil servants in Tianhe district (Guangzhou city) and the first MPA candidates in Jinan University. The paper finds that the restrictive factors of China's government performance measurement are mainly the restrictions of traditional cultural awareness and institutions. The restriction of traditional cultural awareness mainly refers to public traditional notions (values and an awareness of democracy) and national character (conservative, tolerant and face-loving); The restriction of institution mainly refers to the imperfection of legislation, the restriction of traditional budget model, highly-centralized administrative power system, rigid personnel system, and the weakness of information reporting system. The resolution of the existed problems can be realized through a series of measures: strengthening supervision, improving supervision participating awareness, and establishing an institutional framework by performance legislation.The present research provides a brand new perspective to examine the government performance measurement system, increases the active degree for people to participate in government performance measurement, and gives a reference to improve performance legislation of China's government.
