The Sino-Russia ties are a strategic relationship of the highest level and with themost substantive contents in China’s foreign relations. The Sino-Russia relations,as amodel of harmonious coexistence among the major powers, played an importantstabilizing role for the promotion of regional and world peace and security.Although the Sino-Russia relations have a high level, special and strategiccharacteristics, but there are some factors restricting the development of Sino-Russiarelations. For example, China and Russia exist some conflicts in the historical memory,national character and historical culture, this to the development of bilateral relationsbetween China and Russia buried a bit difficult to overcome obstacles; From thegeo-factors point of view, although China and Russia have long common border tofacilitate the trade between the two countries, but it is also the two countries in fieldssuch as politics, economy, security further cooperation has some negative influence; Atpresent, China and Russia achieved encouraging growth in trade volume, but the specialstatus of "economy is lower than politics" and energy cooperation history still restrictsthe further development of economic relations between the two countries; Strategicfactors restricting the development of Sino-Russia relations, including the problemsexisting in the Sino-Russia military technical cooperation, problem of dominance battlesbetween China and Russia in the Shanghai cooperation organization(SCO), theAmerican factor in the development of Sino-Russia relations. These restrictivefactors are rooted in their different national interests. Specifically, in the current international situation, effect of these factors on theoverall situation of Sino-Russia relations is limited. The reason is that the Sino-Russiamutual interest is greater than the respective gains. In order to prevent the expansionof Sino-Russia relations constraints, China and Russia have been and are being takenconstructive action to safeguard the comprehensive strategic cooperative partnershipbetween the two countries.
