In view of this, unifying the history, the present situation, the origin of the problem, by comprehensively and thoroughly analyzing the question and the origin in our country rural finance system, this article use basic function of financial law, from deepening reform of the rural cooperatives financial system, slandering and developing unofficial finance in countryside, as well as positively guiding the domestic agricultural investment and so on five aspects, this article made discussion as to how establish the perfect rural financial system, thus has verified the method of financial legal system is most basic legal countermeasure that can melt the problem.
