Construction For Western Land-expropriated Farmers Social Security System Under The Situation Of "Three-Agriculture" Problem

The problems about Land-expropriated farmers have already become the important factors that affect the national economy development and the social stability, and also become the hot topic that the community paid attention to.To study and solve the problems of Land-expropriated farmers, particularly to solve the social security question, for it is the objective need for maintaining the national economy's sustained development, is the intrinsic request to realize the long-term development targets, and also should be the process for Land-expropriated farmers to share the urbanized achievement. It has the important meaning for maintaining the farmers'rights and interests, maintaining stability of the society, realizing the overall plan of city and countryside, and the constructing socialism harmonious society. Based on this , propose the basic mentality to solve problems of the western Land-expropriated peasants'social security as well as the concrete countermeasure and suggestion, separately from five aspects: the medical safeguard, the retirement safeguard, the lowest social security, the education safeguard and the law safeguards . Finally to emphasis that the western area must deepen the rural reform to provide the enabling environment for establishing the western Land-expropriated farmers'social security system.
