The application of emission trading in the environmental resources collocation, which belongs to a market-encouraged mechanism, is beneficial to inspire the enthusiasm of the factories, and then promote them to strengthen their management, reform their industrial techniques and adjust their product structures, in order to reduce the pollution emission and gain the economic benefits from the surplus emission permits. At the same time, it makes the new, enlarged or rebuilding factories obtain the emission permits, which they need during their production and economic development, without degrading the environment quality of the whole district. In addition, it is also advantageous to arrange the infectant sources reasonable and optimize the distribution of the resources, in order to achieve the unification of the environmental and economic benefits.The original distribution of the emission right is the premise of the emission trading. In the theory of emission trading, the reassignment of the emission right is realized by the market mechanism.
