Research On User Requirement-Based Grassroots Government It Investment Model

With rapid development of web, IT sweeps every corner of the society, and IT develops quickly which becomes an act of God. IT helps government improve their administration and service as well as work efficiency. We must pay attention to IT, which covers our modern society construction, carries out scientific development notion, and builds harmonious society and innovative country. Government improves public service through IT investment, and reduces administration cost by lots of resource sharing. But, IT investment needs lots of money, which gives government much pressure. So that it is very important how to make available IT investment.Based on these, this thesis starts with the present situation in government IT, indicates the importance of study from government IT investment. Government user requirement, influencing requirement and investment factors, and investment elements are summarizes, which are the theory basic of UR-based Grassroots Government IT Investment Model(UR-GGITIM).Then, this thesis divides users into inner users and exterior users. The requirements are divided into information requirement, business requirement, communication requirement and management requirement according both of the users and requirement characters. Influencing factors are divided into technology level factor, organization factors (including organization IT foundation and organization finance) and environment oriented factors according organization survival analysis framework. IT investment is divided into hardware investment, software investment and personnel investment. then UR-based Grassroots Government IT Investment Model is designed by investment decision.
