International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001, stands for the recent development of international compensation regime for oil pollution damage. The dissertation reviews briefly the meaning, content and several international conventions relevant.The regime can be studied substantially and procedurally.In the part of substantial analysis, the development of "Ship", "Shipowner", "Oil", "Pollution damage", scope of application, principle of culpability, limitation of Liability, compulsory insurance or finance security and fund allocated by three levels as system of shipowner's liability, system of fund. Integrate comments are made on the overall development of this regime. And the impacts on the relevant parties of oil pollution accident are refined.In the part of procedural analysis, starting from the impact on responsibility of proof citation of principle of culpability, I assort the familiar proofs and analyze the utilization of them by parties. Then the nature, objective, utilization and power of viewable materials, which have been used frequently in recent cases of oil pollution compensation, are studied.Gearing to international regime is the only way by which our country can foster shipping business and foreign trade. This dissertation emphasizes the advantageous and disadvantageous elements in establishing such a regime.Additionally, conforming to the international situation, the tactic of how and when should our country enter into the Bunker 2001 and the suggestion on what we should prepare in legal and administrative affairs are put forward.
