Since the 1980s, the New Public Management Movement and the Campaign of Government-rebuilding have been growing dynamically in some developed countries, such as England and the USA, where the traditional administrative model is facing a great challenge, while the theory and technology of performance evaluation, as an important part in the NEW Public Management Movement, are widely applied to government, which have become the practical tool for evaluation and improvement of the performance of the government. However, the theoretical research on the performance is relatively week, though the improvement and evaluation of it have been recognized as an important role in the practice of the public management. Through more than 2 decades' practice, the scope of the application of performance evaluation had become wider, the method of evaluation more perfect and the effect more obvious. In spite of this, there still exist a lot of difficulties and deficiencies in practice.With the strengthening of China's reform and opening up to the outside world and further deepening of the reform practice of government administrative reform, the performance evaluation experience in some western developed countries has gained the concern of China's government as well as Administrative academic. As a result, Social service Promise System was proposed by the Yantai municipal government in its early period to be tried out in the Construction Committee, Cadre's Performance Grading System was implemented by Hebei Provincial Government, the performance evaluation activity was held by both the government of Siming district, Xiamen and Gansu Province recently and etc. From these examples we can find that the provincial and municipal governments are the main concerns of the implementation and promotion of performance evaluation in our country, while the town authorities are rarely involved neither theoretically nor practically.Obstacles and misgivings presently existing in the process of the performance evaluation on the town authorities are to analyzed in this essay, based on the experiences accumulated in the practice of provincial and municipal government as well as the data acquired from the on-the-spot investigation. The attempt of establishing an operable Index System for Performance Evaluation in accordance with the fact of town authorities in our country will also be discussed with the scientific principle. Since it is certain that a lot of difficulties will still remain in the implementation of performance evaluation on town authorities in spite of the establishment, the scientific and operable Index System, some resolutions and the prospect of the effective implementation of performance evaluation on town authority will also be referred to in this essay.
