Civil servants are responsible for the overall management of economic,social order and public resources.It is a public official who maintains the state law.The Eighteenth National Congress of the CPC clearly put forward that it should innovative administrative management and improve credibility and execution of government.Shaanxi Province,as the core provinces of "the Belt and the Road" construction,it's construction of a high-quality civil service team relates to the Central Committee of CPC and State Council decision-making arrangements can effectively implement,and determined whether the role of the Shaanxi provincial government services grassroots,service enterprises,serving the masses can be demonstrated.Civil servants of departments at provincial level as the main staff of the province's political,economic,cultural and social public service,the performance evaluation is an important content of the civil service management.Shaanxi Province has actively carried out a series of civil service performance appraisal work recently,but the assessment work of civil servants of departments at provincial level is still in the primary stage of exploration.Therefore,it has great theoretical and practical significance to construct the performance evaluation index system and research evaluation implementation framework in Shaanxi province.Based on the basic situation of Shaanxi provincial authorities and the status quo of civil services performance evaluation,this study summarizes the relevant theories and index system of performance evaluation of civil servants on the basis of consulting a large number of related literatures.Based on that,the performance evaluation index weight of the civil servant of departments at provincial level in Shaanxi province is established,and established the evaluation model,then the empirical analysis is carried out with the example,finally,the study puts forward puts forward some implementing suggestions of the performance evaluation index system.The main contents of this paper are as follows:(1)From the connotation of performance evaluation,this study analyzes the performance evaluation of civil servants,clarifies its composition and related characteristics,and explains in detail the concepts of civil servants,performance evaluation and performance evaluation of civil servants.This study describes the performance evaluation index system,focusing on the performance evaluation of civil servants,performance evaluation indicators and performance evaluation criteria for analysis.At the same time,it analyzes the concept and main functions of the provincial authorities,analyzes its performance evaluation of the status and existing problems,and provides the theoretical basis for the scientific and reasonable performance evaluation index system of the civil servants of department at provincial level in Shaanxi province.(2)This study clarifies the object and subject of the performance evaluation of civil servants of department at provincial level in Shaanxi Province.Based on the key performance indicators,combines with the corresponding index selection principle,identifies the civil service performance evaluation index from two aspects of macro and micro and construct the evaluation index system from the five aspects of morals,ability,diligence,honesty and achievement.The AHP method is used to determine the index weight of the performance evaluation,based on the comprehensive analysis of various weight analysis methods and the performance evaluation.Establish the performance evaluation model of civil servant of department at provincial level in Shaanxi Province and its steps of application by using fuzzy comprehensive evaluation method.(3)Based on the theoretical analysis,combined with the performance evaluation index system of civil servants of department at provincial level in Shaanxi Province,calculates the weight of performance evaluation index system of comprehensive management,professional technical and administrative enforcement of the three types of civil servants.Taking the Shaanxi Provincial Water Resources Department as an example,this study analyzes the concrete application steps of the performance evaluation index system of the civil servants of department at provincial level in Shaanxi province,and validates the validity of the performance evaluation index system.(4)Suggestions on the Implementation of the Performance Evaluation of Civil Servants.Security measures are put forward from four aspects of the department at provincial level of administrative system,evaluation supervision and evaluation of the training results.In addition,it makes a detailed introduction and detailed plan for each measure,to provide protection for the system of Shaanxi civil servants of department at provincial level performance evaluation implementation.
