Right is always concomitant with obligation and responsibility, thus issues concerned with consumers are not just confined to consumers'rights and interests protection. Under the background of market-oriented economy, contradiction occurs between business runner and consumers in the process of transaction. In the light of the former's strong economical advantage, it is difficult for the latter who is in an inferior position to contend when conflict occurs, therefore, on the basis of free trade, the country endows consumers with special protection through legislation by clarifying business runner's obligation and consumers'right, with a view to balancing the interests between business runners and consumers and safeguarding the order of healthy market-oriented economy. However, protection of consumers by law in a degree ignores social responsibilities consumers should have. Vagueness of consumer social responsibility not only influences the law's balancing the interests of both sides and safeguarding social order, but also has a negative effect on consumption activities. As a matter of fact, only when the government, business runner and consumer endeavor together and complement each other, can a steady and harmonious market-oriented economy system be established. As a result, consumer social responsibility is as important a question for study as government or business runner social responsibility. This paper, based on both theory and practice, tries to study consumer problem from another point of view-consumer social responsibility by analyzing its definition, characteristics, background, necessity, content and posing related legislative modes and propelling policies.The paper falls into five parts:The fist part comes up with the definition of consumer social responsibility and differentiates and analyzes the key words in the definition, then comes five basic characteristics of consumer social responsibility, which paves a way for the following paragraphs. The second part concentrates on the basis of consumer social responsibility. First, the author analyzes the background of consumer social responsibility from positive and negative sides, and then elaborates on the necessity of founding of consumer social responsibility, which entails both theory and practice. Based on the first two parts, the third part sees a discussion of the main contents of consumer social responsibility by dividing the contents into two levels followed by several interest relations that need to be dealed with properly. The fourth part is the most valuable and original part in this paper, in which the author expounds the legislative mode of consumer social responsibility, that is, it is necessary that consumer social responsibility be part of Law on Protecting Consumers'Rights and Interests. In the part, the author first analyzes the consistency between consumer social responsibility and Law on Protecting Consumers'Rights and Interests in the light of the basic principles of law. Then discusses the consistency of their aims, natures, interest protection structures which serves as a proof of the plausibility of consumer social responsibility ascending to law. Last, the author gives his own advice and suggestions on concrete legislation expression and mentions the deserving status of consumer social responsibility in law. In the fifth part, in the first place, the author analyzes the reasons why consumers lack social responsibility, Then poses correspondent compelling policies, including external cause propelling, internal cause promoting, international cooperation and so on, calling for solving actual problems in a multi-level, and multi-angle way.The author mainly adopts such research methods as history analysis, value analysis, empirical analysis and contrast analysis in writing the paper. Considering the real conditions of our country and social reality, research objects are mainly studies and discussed from the perspective of sustainable development, which deals a press on the implementation of consumer social responsibility and meanwhile, makes the paper more natural and understandable.In the end of the abstract, the author hopes the paper could play a positive role in propelling consumer social responsibility to be part of the law and guiding people to focus on long-term consumption goal, choose proper consumption way, protect the radical interests of the whole society.
