Emerging after the post-cold war, non-traditional security threats refer to security issues which interact with one or more other countries, and pose a major threat to the survival and development, and conflicts arising from nonmilitary, political and diplomatic fields. Non-traditional security factors involve in the fileds of economy, energy, information, environment, terrorism, arms proliferation, organized crime, illegal immigration, smuggling and drug trafficking, food security, and humanitarian. After"9.11"attack, the understanding of security concept for each country is changing, gradually from the traditional security threats to non-traditional security ones.On the one hand, the adjustment of Japan- U.S. security relationships go on according to changes of Japan's defensive posture at the same time. On the other hand, to meet the strategic readjustment of the United States and its own strategic needs, Japan's defensive strategy and defensive policy also needs to readjustment, which include strongly supporting the United States position against terrorism, enacting or amending relevant laws, and closely cooperating with the U.S. to strenghten its own power and expand military action.On internal logic, this paper attempts to anlyze from the process and motivation of adjustment of the Japan-U.S. security relationship after"9.11"attack , finally, outlook Japan-U.S. alliance structural model in the future's world.The Japan- U.S.alliance has gone through three stages of development : from bilateral military alliance to regional alliance and then a global one. Whether Japan will continue to act as America's protected country, benifit from the Japan-U.S. alliance or will more blatantly break through the constitution, expand military power is still not clear up to now. Research on the development trend of Japan- U.S. alliance will help us grasp the Asia-Pacific region strategy, in particular, the future strategy of East Asia. It is positively significant for us to make security policy and formulate corresponding defensive measures.The papar can be divided into four parts. The first one is an introduction. First, under the era background of"9.11"times, briefly review the world order and international pattern before"9.11"attack, that is, analyze and discuss according to such a logical order : Cold War—post Cold War—world anti-terrorism—changes of Japan-U.S.security relationship, clarify the era background of development and changes of Japan-U.S. security relationships.The second part, discuss the adjustment of Japan-U.S.security relationship after"9.11"attack, including the adjustment of security strategy, military strategy and the changes of Japan's own defensive posture. Japan-U.S. security strategy is carried out under East Asia security environment and East Asia is the proving ground and advance position for Japan-U.S. alliance. After"9.11"attack, Japan and the United States change their tranditional security conception to focus on homeland defense. The readjustment of Japan-U.S. military strategy is to adapt and cooperate with the U.S. global strategy readjustment, demonstrates that the United States pay more attention to the Asia-Pacific region and relys more on the relationships with Japan, and further enhance Japan's position in the United States'global strategy.The third part deeply analyse the reasons of changes for the Japan-U.S. security relationship. First, great changes have taken place for American global strategy, which is to adapt the global strategy readjustment of the United States."9.11"attack made the United States realize the importance to defend homeland, and for the first time to take terrorism as the primary threat to national security. Second, results from environment changes at home and abroad for Japan. The domestic right-wing forces, bubble economy, and terrorism increasingly threat to the national interests. Japan has no choice but to follow the United States to strike terrorism. Finally, different relationships in the age of anti-terrorism.By comparing and analysing Japan-U.S alliance with South Korea and the NATO alliance, we can conclude that the strengthened Japan-U.S. alliance is a natural product of the age of anti-terrorism; Japan's role goes with the tide.The last part boldly predicts constructional model and development trend of the Japan-U.S. alliance in the future world. After years, where the alliance goes, it is purely a bilateral military alliance or a comprehensive global alliance still remains us puzzled. In addition, what kind of strategic choice Japan will have, and independence will continue to increase or contract under the control of the United States are also not much clear. Finally, what we are most concerned about is whether Japan could revise its peaceful constitution, break through the right of collective self-defense, and finally embark on a path of no return military expansion, which deserve much concern.
