The Research Of Public Responsibility Of The NPO Gets Involved The Social Security

With the gradual perfection of market economy, an independent department is coming into being on the basis of the nonprofit organizations in China, among which many of them have entered into the field of social security and taken part in the management as well. The flexibility of nonprofit organizations provides supplementary services to the inferior group in the adjustment of social security system which impels the reform of the system. However, after its entry into the social security field, nonprofit organizations have also come across certain phenomena, for instance, lack of honesty and trust and loss of public responsibility. Thus, the public responsibility of nonprofit organizations after its entry into social security is an essential issue that needs discussing and settling.This paper, on the basis of the current situation of nonprofit organizations' function on social security, first analyzes the theoretical explanations and choices of entry into the social security field of nonprofit organizations. Then it endeavors to construe the representations of the necessity that nonprofit organizations should take on public responsibilities after entering into social security field and the responsibility of them in accordance with the relevant theories concerning social security and public responsibility. The representations of nonprofit organizations' public responsibilities mainly include the financial responsibility, the process responsibility, the profit responsibility and the responsibility of setting priorities which, in specific, means nonprofit organizations should serve the needs of the inferior group in the society. All the representations are thoroughly analyzed with the application of relevant cases. Then the paper illustrates the reasons that cause the loss of public responsibility by case study and finally, constructs the supervision system which can ensure the realization of public responsibility of nonprofit organizations in the process of entering into the social security field, namely, the strengthening of legislation and the construction of relatively perfect legal system; the improvement in the administrative environment of nonprofit organizations; the social supervision system, the industry supervision system and the self-discipline of nonprofit organizations.
