Non-profit organizations appeared since the second world war, after60years ofdevelopment,it has become an important force who is closely related to lives in thewestern world countries at present. Since the1980s,Under the influence of globalassociation revolution, Non-profit organization has also had a long-term developmentin China. Especially with the transformation of governmental functions, themarketization of public service, Non-profit organizations play an irreplaceable role insocial life. But due to legal policy system is imperfect, weak social supervision, lackof government regulation and the lack of their own development, lead to non-profitorganizations appeared many problems in the process of development, such as publiccorruption problems and the abuse of public resources, they created a crisis ofconfidence in nonprofit organizations. Professor Regina. E Mrs Herzlinger in Harvardbusiness school says the answer to restore public trust is the realization of the NGO Spublic responsibilities. So for nonprofit public responsibility research has become afocus in the study of nonprofit organization.Based on the past research of nonprofit organizations, this paper puts forward tostrengthen the study of nonprofit public responsibility. Using literature study, valueanalysis, case analysis, system approach and other methods, with the development ofnon-profit organizations as the main line, for nonprofit public responsibility theorybased on a comprehensive system of analysis, in combination with the actual situationin our country on the basis of analyzing the possibility and necessity of the non-profitpublic responsibility, as well as the existing problems and causes in the process, putsforward the countermeasures of non-profit organizations to achieve publicresponsibility;There are also many good places in western countries in non-profitpublic responsibility,they also worth our using for reference. This article is divided into five parts: The first part summarizes the thesisselected topic reason and the significance, the domestic and foreign research dynamic,the paper’s innovation and deficiency.The second part summarizes the NGO connotation, classification, characteristicsand basic theory, put forward the concept of NGO public responsibilities andcharacteristics; NGO public liability generally includes the elements of liability formof subject, object, accountability and responsibility mechanism of implementation.The Third part summarizes the NGO public responsibility of necessity andpossibility. NGO public responsibility conducive to transform government functions,make up the defects of market economy development, the establishment of the civilsociety and expanding the coverage of social security; At the same time, therelationship between rights and obligations, civil society development, the change ofeconomic environment have contributed to the NGO better public responsibility.The fourth part according to our country actual situation, proposed the plight ofNGO public responsibility in our country, analyzes the cause of the trouble, and in theprocess of government responsibility, the responsibility of enterprises and NGOpublic responsibilities.The fifth part combined with the discussion and analysis above, from theperspective of government, society and NGO themselves three elaborated the NGOsome countermeasures for realizing the public responsibility, so as to achieve adiverse work effect.
