The Main Body Of China Social Security System And Their Responsibility

It was important to make clear the main body of social security and define their responsibility; it was the key to perfect the social security system. These years, the division of responsibility in social security system was neglected. The definition of the government' responsibility, the partition between government and society, the boundary between government, enterprise and individual were all stand in a blurry condition. This badly impacts the legal system of social security, impacts the national fund of social security, and impacts the enthusiasm of government, society and community.This paper holds that the main body of social security was government, Non-profitable Organization, enterprise and individual, government take on uppermost responsibility. On the basis of an analysis to the present conditions, problems and reasons, I try to definite the boundary of their responsibility.There are 5 parts in this thesis, the first part talk about the theory of pluralism in social security and the international experience. Introduce the public goods theory and governance theory, and then expatiate the main body's responsibility in developed country.The second part is the system background to the division of main body responsibility in social security system, from the economical development condition, the economical movement system, the dual society structure and the development of Non-profitable Organization to analyzes Chinese realistic situation, establish the realistic foundation for the main body of social security to undertakes responsibility.The third part is government's responsibility in social security.
