Since 1990s, corruption of public servants has been a intractable issue for Chinese government. There are numerous measures to anti-corruptions all over the world, the high salary for clear government policy is one of them. With the success of high salary for clear government policy in Singapore, Hong Kong and so on, Chinese scholars have began to pay attention to the policy. Presently, scholars have analyzed the policy of high salary for clear government from many points of view legally, socially and economically.This paper, takes the silver honesty system of Qing dynasty for example, analyzes the policy from historical point of view. Through the analyses, we can conclude some ideas to the high salary for clear government policy in our country. And, the paper, with the knowledge of administration and management and talk the conditions and measures of the high salary for clear government policy through history analysis method and the real diagnosis analysis method.This paper analyzes the root causes of the failure of the silver honesty system. The reasons are as follows: firstly, the illegal tax was permitted in the system so that the officials could add taxes when they couldn't get the deserved payment. Secondly, the silver honesty system was a provisional policy which lacks of supporting measures. Meanwhile, Emperor Yong Zheng contributed to the failure of the silver honesty system by depending the official's conscience to reduce the illegal taxes. Finally, in the feudal regime, the emperor has the rights to decided whether to pay or not for the officials, pay less than he should pay for the officials, these were also the reasons why the system failed.The paper analyzes the cause, the process of the silver honesty system and the reasons why the system failed from the public choice theory and the justice theory in the view of the administration, talking about the conflict between the selfishness of the officials and the public interests, the legal system and Code of Conduct, the imbalance and Apportionments, which is an innovation. The paper takes the emperor as the representative of the public interests which was conflict with the corruption of the placemen after the application of the system. The application of silver honesty system broken the network of the officialdom and was contradictory with the potential regulations. The justice theory shows that persons are used to comparing their earning with others'. They will feel fair if the two are equal, if not, unfair. The feeling would give a negative effect of their attitude to work. The silver given to different placemen in Qing dynasty had different criteria caused by diverse areas and the degree of the complicatedness. As a result of these distinctions, the placemen struggled to be appointed in the rich area by fair means or foul and the ones in the poor areas would envy their colleagues and add more tax to their people to make up the large distance.On the basic of the arrangement about the historical facts and experiences, the author proposed the root of the high salary for clear government which was named "economic person assumption" after the expression of the silver honesty system and the selfish humanity. The material stimulation for the public servants can be seen as a complicated system. However, the corruption of the public servants can be explained by the public choice theory which is based on the "economic person assumption". The public servants always use their power to "seek rent" in order to earn the maximized interests of their own in the pacific market as well as in the economic market, which is right the root of the corruption.The author also pointed out that the public servants' earning was composed by currency and other forms without currency through the expression of their earning polices during the opened and reform age. The currency earning included the unstable premium, allowance and subsidy, besides the stable salary. On the other hand, the earning without currency contains the material subsidy, the welfares. Meanwhile, the author pointed out that the earning distance among public servants was caused by the different degree of taking over the resource in society. Up to now, the currency earning situation of the public servants is that they earning lot in fact although their nominal salary is low. Referencing the public servants' real income, the high salary for clear government policy will take effect to be twice the result with half the effort.Through analyzing the silver honesty system and elaborating the high salary for clear government policy, the paper, elucidated the experiences of the silver honesty system to the high salary for clear government policy: The implementation of the high salary for clear government policy should have three points to guarantee. Firstly, to abolish all kinds of corrupt rules, secondly to establish the public servants' power under the certain surveillance system, meanwhile considering the influence of consuetude to the policy, finally to have the safeguard system.
