The importance that the salary develops to enterprises is obvious, more and more enterprises, in order to attract, keep, encourage the most outstanding talent often put the salary in the important position, regarding construction of the system of the salary as the key planning of enterprise's development. But to the government development, the construction of the system of the salary may be less positive than that of the enterprise's development. However, the governments of various countries have already realized salary's enormous function and strategic meaning in the civil servant and public department, because the level of the salary is not merely concerns of the civil servant's development of ability to work, enthusiasm and creative transfer. But also involve such questions as the improvement of the working efficiency of government department, etc. So, each country attaches great importance to the study on civil servant's salary system. Compared with some developed countries and regions, the salary system of the civil servant of our country is relatively backward, such as civil servant's whole wage level being on the low side, classify managing scarcely in series of the salary, civil servant's salary system encourages being insufficient etc. so, our country needs to carry on research and solve to these problems urgently.This article mainly analyzed the present situation of cavil servant's salary system as well as the exist questions, our country official salary overall horizontal is somewhat low, the official wage structure is irrational, the official wages regulation ability attenuated, the drives function lacked, the allowance and subsidy system is not standard, these exist questions show the official salary system exist very big loophole, this needed to carry on to it studies and performs to solve. The overseas official salary system development is quite mature, therefore this article profited from the overseas official's salary system experience and the advanced idea, for instance the wide band salary idea, the achievements incentive system, the salary adjustment mechanism and so on, put forward some our country official salary system construction proposal. These suggestions include, formulate official salary system goal; Simplifies the official salary structure; formulates the official salary grading Reasonably, introduce the achievements salary and the wide band salary idea gradually; Strengthens the official salary adjustment mechanism as well as consummates the official salary system related necessary management measure.
