To establish a scientific and reasonable salary management mode is the key link to promote the reform of government human resource management.Civil servants are the staff members of the public service on behalf of the government,civil servants' work attitude and work efficiency are related to the construction of the socialist service oriented government.Civil service salary management mode orderly to the guidance and exemplary role for the whole society,the establishment of the civil service salary management mode of fairness and justice is the civil servants salary management objectives,but also realize the social fairness means.Civil service salary management mode is perfect,the stability of the civil service and the prerequisite to attract high-quality talent,is the effective way to ensure the civil service capable,efficient and honest;at the same time,scientific and reasonable civil service salary management mode is prompting the government to organize personnel system normal operation,improve the quality of public services,improve the civil servants'job satisfaction,eliminate burnout in the sense of civil servants occupation,to guide the rational distribution of social income,achieve common prosperity and the only way which must be passed.Since the founding of new Chinese,compensation management of civil servants in China has experienced five times of reform,the compensation policy adjustment more than ten times the salary management mode of civil servants are constantly improving,however,the civil service salary management mode still exist many problems.The latest results of reviews and summarizes the research on the salary management system in domestic and international civil servants,the basic theory of economics,management science,administrative management,adopts the method of literature analysis,comparative analysis,theory and practice of historical research method and system analysis method,combined method,combining qualitative and quantitative analysis and in-depth analysis of China's civil servants salary management mode evolution,salary management status,problems and reasons on the salary management experience of countries and regions of China's civil servants salary management mode is optimized.Based on the theoretical analysis and empirical research,this paper focuses on five aspects of the two aspects of the theoretical analysis and empirical research:(1)The system has combed the domestic and foreign research results of the civil service salary management,analyzes the influence factors of the civil service salary management.From four stages,namely the period of planned economy position salary management mode,the reform and opening up the position and salary management mode,the construction of socialist market economy during the market salary management mode,the comprehensive construction of a well-off society in the integrated dynamic salary management mode,expounds the development process of civil servants salary management in China.(2)In depth analysis of China's civil service pay management problems.After five times of the reform of the civil service pay,compensation management of civil servants in China have made considerable progress,but there are still the salary system,the salary structure of decision-making based on single level setting is not reasonable,the overall salary level is low,the performance management system is difficult,variable pay part of management confusion,no systematic and quantitative methods of compensation management and the welfare sector management issues outstanding problems.This paper uses questionnaire survey method of China's current civil service salary management mode research is analyzed from the origin of the salary management of civil servants in our country in four aspects of politics,economy,law and culture.(3)The fairness and incentive of the civil service pay management mode in our country.Fairness and incentive is the core theme of the civil service salary management mode,which is related to the overall social fairness and the efficiency of the civil service.Using the quantile regression model of China's civil service pay the internal fairness is studied,through the analysis of the civil service wage per capita growth rate and GDP growth rate,gross national income growth rate,the relationship between the growth rate of per capita GDP,and compared with other industries,civil service pay growth rate of staff salary growth rate,found that China's civil service pay lack of fairness,to find out the main factors which affect the internal fairness of China's civil service pay.From the perspective of incentive mechanism,this paper analyzes the problems and causes of China's current civil service salary management mode,and puts forward some suggestions on how to improve the incentive system of the civil service salary management mode in China.(4)The experience of civil service pay management model in developed countries.With the methods of comparative analysis and historical research method,the evolution of management mode of public servants in developed countries are studied,analyzed and explained from the salary management system,salary level,salary system,salary policy and other aspects,the advantages and disadvantages of the system of comparative analysis,illustrates the official salary management mode for the advanced concepts and management measures,provide a theoretical basis for the optimization design of the management mode of China's civil service pay.(5)The optimization design of the compensation management mode of Chinese civil servants.Using the basic theory of compensation management,according to the basic principles of civil servants salary management pattern design,in order to improve the human resource management of public sector and improve the administrative efficiency of the government as the goal,the optimization design of the salary management mode of our country civil servants.This paper makes an innovative work in the following three aspects:(1)based on the questionnaire survey data,using quantile regression model,the internal equity of China's civil service pay in-depth analysis.The results show that the administrative level of civil servants,civil servants,civil service categories,age and education are the main factors affecting the fairness of civil service pay.There is a big difference between the influence of each factor on the salary of civil servants.Through the investigation of the civil service wage per capita growth rate and GDP growth rate,GDP growth rate per capita national income growth rate,the relationship between,and compare the rate of civil service pay growth rate and 18 other industry staff salary growth,the external equity of China's civil service pay is not guaranteed the conclusion.(2)optimization design based on the civil service pay structure,salary level,salary management system,salary management policy of multi dimensions of China's civil service pay management mode.A clear idea of the civil service salary structure,salary of different stages of structural adjustment,the concrete scheme of compensation structure adjustment;the salary level adjustment,salary level adjustment stage,the specific scheme of salary level adjustment;put forward the index management should implement the civil servant salary level.The index system of the civil service salary level is constructed by 5 first level indexes,two 10 level indexes and three 36 level indexes.(3)the comprehensive factors of civil service position,seniority,skills and ability,market environment,policy environment,the level of performance as the basis to determine the basic salary level,salary structure,salary management policy,redefines the salary management mode of civil servants.Based on this,the evolution track of China's civil service salary management pattern is systematically analyzed.This article believes that the system analysis of the civil service salary management model is the improvement of China's civil service pay management mode of the starting point.Fairness and incentive are two core compensation management mode of civil servants,directly affect the overall quality of the civil service and the overall level of service,to improve the enthusiasm of the civil service,it is very important to keep good working attitude.Civil service pay management mode not only affects the civil servants'psychological and real living standards,but also affects the construction of human resources management system of the entire government department.Civil service salary management mode is to realize the government public service goal,as one of the government human resource management tools,reasonable salary management to civil servant individual interests,local interests and the overall interests of the organic combination of society,improve the work efficiency of the government.Salary management mode of civil servants to comprehensive consideration of various factors to improve,including the civil servants' skill and ability,the market value of the growth mechanism of civil servants,the salaries of civil servants,the civil service performance appraisal system and adjust the position classification management mode.With the development and change of social economic environment,the salary management mode of civil servants should be adjusted in time.
