The organization of politics society's goal was making people live better, but the public authority had the possibility to infringement personal territory inevitably .To prevent the authority from being abused, Locke designed ideal regime pattern, he separated political authority into 3 parts (two parts of political authority indeed), to realize authority keeping in balance, the true goal was that we should keep the movement of the public authority in political structure in order.Second part: Researching Locker government view thought, we obtained that freedom was its theory building cornerstone. In Locke's government theory, freedom was the core concept .Locke believed that, freedom was the essential thing, because people only had the property to be able to continue the lives, to realize all individual's rights which entitled to by God, the freedom was not given by external reasons, it came from human's talent natural rights. The government was from the contract, freedom was the soul of contract spirit, it was the premise of the government, and also was the existence of its valid foundation .In turn, the goal of the government and the legislation was in order to safeguard individual's freedom and individual's rights.Third part: Theory research is for utilizing in practice .To research Locke's government view ,we are to make use of the valuable things from the humanity cultural heritage, this article withdraws his valuable thought, for example, to value the human rights, emphasis the humanist ideas, to put forward the thought of the government by law and the limited government thought.
