It has been pointed out in the report at the 16th national congress of the Communist Party of China that developing socialist democracy and establishing a socialist political civilization is an important goal for building a well-off society in an all-round way. It also has been required in the decision of the central committee of the Communist Party of China to strengthen the construction of Party's ruling ability on epistemological that perfect the major decision-making rules and procedures, through a variety of channels and forms to pool their wisdom, so that decisions are made on a scientific and democratic basis. The decision itself is a very complicated system, must give full scope to democracy, relying on collective wisdom and make scientific decisions. To make the public decision-making process more scientific and more democratic is a very important part in the current administrative reform and the process of political civilization construction. In this paper, the author uses subjects like public management, politics, law and IT as the theoretical support, invoke the practical cases during local public decision-making, and combine the collection of empirical data from working of the local people's congresses. The author elaborates on the understanding and analysis of local decision-making in the path of scientific and democratic development.In Chapter 1, exordium, the author explained the background and practical significance of subject-choosing, the emphases and key points of research papers. In Chapter 2, the author imports the public decision-making concept with the angle of political science and public economics, introduces the public decision-making modes in common use——voting, also two of the most typical voting rules and two of the most typical voting systems, analyses the function of voting in the process of public decision-making, expounds the Chinese public decision-making system and the development of scientific and democratization in the past 20 years. In the third chapter, the author expounds the concept of e-government and e-democracy, introduces the naissance of the e-government coming along with the IT technology sweeping across the world , the application and the generalization of e-government and e-voting in the developed countries, analyzes the causation and the essential characteristic of e-democracy. In Chapter 4 of the papers, the author objectively elaborates on the application situation of electronic technology during local decision-making process of administrative activities in China, analyzes practically the problems that exist in the current voting and e-voting decisions, and passive impacts that could be brought by e-democracy. In Section 1 of Chapter 5, the paper comes to a conclusion. First, electronic technology makes positive significance to China's democratic political construction in a macro way. Second, it is necessary to foster civic participation in the current situation. Third, starts with the ancient Roman Ostracism system, reveals the co-ordination of humanity and democracy, shows that the democratization of public decision-making is an arduous task and the road ahead is long. In Section 2 of Chapter 5, the author expounds some suggestions of policy. First, the programs of public decision-making should be consummated and the legislation and implement of voting should be more perfect. Second, institutions should be built to ensure making public decision scientifically and democratically. Third, new problems brought by civic participation in network society should be understand correctly Forth, the government should do something for the scientific development of China's e-democracy.Through this forty-thousand-word paper, the author analyzes the developing of China's socialist democratic politics from appearance to internal elements, expects the public activities of local decision-making to be more scientific, more democratic, more realistic and more effective. The author also hopes to invite those who are proficient in theoretical research and applied management to come forward to make further investigation and study.
