The reason why the European Union can become the world's model of regionalintegration is that it has a set of unique institutions and rules for decision-making. Atpresent, the most important EU institutions are: the Commission, the EuropeanParliament, the Court of Justice, the Council of European Union and the EuropeanCouncil. The first three mainly stands for the interests of the European Union as awhole;the latter two, for individual states. In addition, the diversified policies of theEU make its decision-making rather complicated. In the process of decision-making,there are three types of voting rules: simple majority, qualified majority and unanimity,which apply to various policies. The voting rules represent the struggle between theEU and national states, and the rise and fall among them during the history ofEuropean integration reflect the interaction between supranationalism andintergovernmentalism theoretically.
