Then fundamental character of modern government regulation is to regulate according to law ,that is ,to administrate according to law.The Fifteenth National Congress came up with the policy of "running our country according to law", of which "administration according to law" is the core and the key. Consequently the realization of the former depends very much on how we are carrying out the latter."Administration according to law" can be basically defined as the exertion of the governmental power and the conduct of the governmental administrative activities. It is a comprehensive concept including not only the administrative activities of the government, but also the system, the operational principles and procedures guiding the activities. Administration according to law is both based on and concentrated on the acts according to law , with its final goals to be the protection of people's interests and the standardization of the governmental conducts.Industry and Commerce Administration plays a very important part in maintaining the order of our socialist economy with its regulation, supervision and maintaining functions of comprehensive administration, legal reinforcement and safety supervision.My dissertation studies how we can administrate according to law in the field of Industry and Commence Administration System. After an overall analysis of the administrative status quo in the field of Industry and Commence Administration System, and based on the investigations made into the specific cases in Suzhou Industry and Commence Administration field, I would like to point out the three problems concerning administration according to law which exist in Industry and Commence Administration field of our country: the incomprehensiveness of laws and regulations; the illegality and the willfulness of the administrators' conduct and the unsound enforcement system.These problems result from diverse causes including legal ones, systematic ones, subjective and objective ones on the part of the administrative personnel.My paper finally comes up with the approaches to these problems. Firstly, sound and comprehensive rules and regulations and criteria must be established so as to provide a necessary referential standardization for administration according to law; secondly, legal education must be enhanced so as to popularize legal consciousness; thirdly, administrative supervision must be strengthened so as to enforce laws and regulations strictly; fourthly, the administrative licensing and ratification must be strictly conducted; fifthly, responsibility system must be established so as to increase the administrators' sense of responsibility.
