Effected by economic globalization and regional economic integration, the development of international investment is liberalizing day by day. With the rapid rise of the developing countries'economy, the effect of the developing countries has already bulged during the international investment. The developing countries have already turned into both capital-export countries and the capital-import countries from simple capital-import countries. China as the developing country which attracts most foreign capital, with our country's strategy of"going aboard"putting into effect, has begun to invest foreign countries.At first, the author introduced the international direct investment, its developing tendency and the laws and standards of international investments in this paper. Then the author analyzed the present conditions and the existing problems of the mutual investments between China and the Central Asia. In order to promote the mutual investment between China and the Central Asia, a system of the legal safeguard need to be set up urgently. The author tried to find the means of building from the aspects of the international laws and the domestic laws. That is to improve the current bilateral investment agreement from the aspect of the international law; to set up the joint investment rules under the frame of the Cooperation Organization in Shanghai; to perfect the investment laws of our country and each nation in Central Asia from the aspect of the domestic laws.
