Since the 90s of the 20th century, both in developed and developing countries, Local Governance Movement is continually strong and become the political and administrative development phenomenon drawing the attention of international community. Along with China's economic development and reform continued to deepen, China is also speeding up social transformation--China is transforming from self-sufficiency and semi-self-sufficiency economy and society to a socialist market economy and society, from an agricultural society to an industrial society, from a rural society to a urban society, from a closed and semi-closed society to an open society, from a homogeneous and single society to a heterogeneous and diverse society, and from an ethical society to a legal society. The key structural changes in Chinese society lay a solid social foundation for extensive citizen participation in public management. With the rising of the idea of "governance" and "good governance" from the 90s of the 20th century, it is prevailed and discussed. After undergoing government failure and market failure many counties switched to "good governance" as the goal of local government management. They stressed citizen's responsibility for affordable production of public goods and provision of public service by participating in the third section. Therefore, civil participation is not only the power of creating local governance but also undertakes many management functions of local government. Enhancing civic participation and democratization is becoming development trend of globally public management reform in new age.This thesis combines theoretical and empirical study and mainly discuses on the relationship between local governance and civil participation from the view of "good governance". Choosing of this research is based on the following factors:1. Civil participation in China mainly focuses on political fields, such as political election, electing representatives, hearing meeting, etc. In fact, it is only the participation patterns in representative politics, which are limited to the scope of election and only political participation. In other words, this pattern of civil participation is "indirect participation" in decision-making at most. It is seriously lagging for civil participation in performance evaluation in policy execution and after decision-making.2. In China Constitution and various laws and regulations, civil participation in general guidelines with lofty value was quite abundant. However, many of the principles and rights regulated in the Constitution and the laws are lack of specific system and procedure as guarantee, which often remained in words. Therefore, the value of studying of specific ways of civil participation in local governance is obvious.3. By the empirical analysis of the cases on civil participation in local government in China and foreign country in the fifth chapter we could know that there are seriously shortcomings in China civil participation. Civil participation in some places is only formal. It is imminent to study civil participation with Chinese characters.
