The Study Of Problems On Citizen Participation Of Public Budget Under The Good Governance

In the process of modernization all around the world, Good Governance theory is popular in the world and presents a trend of rising. It stresses that the cooperation between the government and citizens in public management, and in fact, it is a process to hand state power back to the people, which is the basic goal of political reform. To some extent, The budget as a political operation of government is a core part that can be guided the progressive political reform forward. With the development of internet society, the public's participation enthusiasm was wake up. What's more, their demand for public service is intensified. The development of the civil groups and media challenged and criticized the lacking of service and corruptions. The Government activities and public services are linked to public fund closely, so the public budget became the core of the reform. It will be involved in the "Participatory Budgeting" and this also can be used widely in public construction. The public can take part in discussions and decision-making, so the money of the taxpayers can be in fact spent on the majority of taxpayers.In the last ten years, the budget reform of the Chinese government highlighted more about the technical problems, such as zero-base budget, the establishment of a system of centralized collection and payment by the state treasury and government procurement. While the problem is how to deal with the budget and the democratic governance, that is to say, how to revive the democratic gene based on the budget reform. Therefore, the reforms on grass-root level budget became a universal trend in recent years, and some local governments have been performing the budget reforms and also have formed some models.This paper, which aimed at studying the scientization and democratization, cited the practices of "Participatory Budgeting" both at home and abroad. It studied the instances of "Participatory Budgeting" in Wenling, Zhejiang province, Wuxi, Jiangsu province, Harbin and Xuhui, Shanghai, and to compare their own models. After analyzing the public participation enthusiasm and technology, choice of program, execution ability, which were combined with the theory of Principal-agent theory and transaction cost for posing measurement advices to raise public participation ability. This contributed to the studies and researches of public participation budget.
