Researches On E-Government Implement Of Local Government

With the rapid development of new technology revolution, new technology especially Information Technology is widely applied. Information Technology is used by countries all over the world to make an efficient management on ecology and society, which forms a new mode of governance called E-government. It provides efficient services to our society, which include building up virtual government on internet, condensing the organization, improving management, optimizing the process and reducing the cost of management. E-government has been developed throughout the world since 1999. Our government attaches much importance to E-government and a series of measures are adapted. There are achievements as well as problems in fulfillment of E-government. At present, most people who research theories and practicality of E-government pay more attentions to system designing, project management, growing actuality and security techniques then implemental strategies in those are where the shoe pinches of E-government developing. Because strategy is the guideline of E-government and all tasks of E-government spread under strategies. A valid strategy can impulse the progress and on the contrary, an ivory-towered strategy can baffle it. So, implemental strategy counts much to E-government.This paper studies strategy of local government and take Tianjin as an example, trying to discover the strategy and rules and putting forward measures to speed up the progress. The content of which includes:1. Explaining the concept and meaning of E-government and its implement and strategy, based on external and internal experience on theories and practices.2. Inducing and explaining the mode of numerical, information-based, etc. which is advanced by grading and approach after analyzing the object, way of thinking, steps and ways in different stage of Tianjin in implementing E-government.3. Appraising the implementing of E-government by Tianjin gov. from applying and effect, by referencing the index system for E-government evaluating inland.4. Summarizing 5 aspects of practicing experience and problems in implementing E-government by Tianjin gov. and putting forward 7 pieces of constructive opinion, which point out the directions to future study.During the course of studying, this paper combines theory with practice and inheriting with innovating. Multiform of means are adopted. Data and information is collected and analyzed. Also the paper tries to offer progenies to local government on implementing E-government.
