Study On Evaluation And Strategy Of China's Maritime Transport Channel Public Security Based On The Perspective Of Vulnerability And Capability

With the deepening of economic and social reform,China's economic structure has been continuously adjusted.As one of the three major industries,agriculture is not only providing material support for the development of secondary industry and tertiary industry,but also ushered in the development of agricultural industrialization of the new life the policy of agriculture Spring.Due to the importance and particularity of the nature of agriculture,the development of agriculture is inseparable from the support of the government,especially the support of local governments.The local government,in the face of the new situation of the development of agricultural industrialization,has adopted a series of practical actions to provide local agricultural public goods and agricultural science and technology to the countryside,to create a better policy environment,technological environment and financial environment for the development of agricultural industrialization.But it is worth noting that although the local government has actively explored and practiced the development of agricultural industrialization,many problems have been exposed in the course of promoting agricultural industrialization,such as the excessive administrative intervention of local governments,the development of local agricultural industrialization,local government implementation of central policy is a mere formality and so on.By analyzing the reasons why the local governments have problems in promoting the process of agricultural industrialization,it is pointed out that the corresponding countermeasures can not only guide the local governments to do better,but also provide the help for the optimization and transformation of the agricultural industry.This paper is divided into four chapters.The first chapter is the introduction,introduces the research background and significance of the topic and the research status at home and abroad,and summarizes the main research contents and research methods of this thesis.The second chapter elaborates the related concepts of agricultural industrialization,local government and local government responsibility,sums up the theoretical foundation of local government responsibility in the process of agricultural industrialization,and clarifies the starting point of research.The third chapter introduces the current situation of the local government's responsibility in the course of agricultural industrialization in our country,and analyzes the problems existing in the course of advancing agricultural industrialization and the causes of the problems.The fourth chapter puts forward the countermeasures to strengthen the responsibility of the local government in the process of agricultural industrialization in our country on the basis of the former research.
