Hearing system was introduced to the field of government decision-making ofprice in the end of 1990's in China. This provided a flat roof for the public toparticipate into the administrative decision-making procedure and made thegovernment decision-making of price more scientific. However, price hearing systemexposes more of its deficiency too, when it is running. Analyzing stipulations ofcurrent price hearing system and the practice of it, this paper finds out thosedeficiencies: unreasonable launching procedure of price hearing, unreasonablemechanism of hearing representative nomination, unreasonable allocation ofpower(right) and liability between hearing participants, uncertain effectiveness ofhearing notes, low transparency of hearing. These deficiencies are caused by vacancyof administrative hearing procedure law, short time of hearing system establishment,distemperedness of public participation procedure. On the basis of the above analysis,the paper provides suggestions to improve price hearing system in China as follows:improving launching procedure of price hearing; designing reasonably hearingrepresentative nomination and power (right) & liability of them; setting doctrine ofrolls in price hearing and protecting the right to know of the public firmly.
