On Deficiency In Political Rights For Chinese Farmers In Social Transformation Period And Its Solution

The political civilization construction is one of "three big constructions" of socialism enterprise in our country. The agricultural population of our country accounts for more than 80% in the national population, so the political civilization construction of countryside appears extremely important. Since the implementation of the reform and opening-up policy, the CPC and the government have implemented many reforms in the countryside; the countryside political condition has been greatly changed, but the phenomenon of the deficiency in farmers' political rights still exists. Fairly realization of the fanner political rights relates to the success of our national political reform and the smooth advancement of new rural construction. We can say that if the political rights of farmers cannot be fairly realized, the political development of our country cannot make the substantive progress, and the complement of the harmonious society would be failed. This thesis chooses the farmer's political rights in the reform period as the researching object, through retrospecting the development path of the farmers' political rights and representation the condition of the deficiency of farmers' political rights, inquired into its root, which lies in the relative poverty of the farmer, the dual society structure, the traditional inertia factors, the shortness of the cultural knowledge and the political quality of farmers, the unsmoothed mechanism of benefit relationship as well as the imperfection of participation mechanism and so on. Meanwhile, the thesis had proposed the solutions such as developing the rural economy, pursuing democratic politics, smoothing the mechanism of benefit relationship, transforming dual social structure, enhancing farmers' consciousness and exploring the right way for decision-making to fairly realization fanner's political power which would be more effective and fit for our national condition.Fairly realization farmers ' political power is long-term, systematic, and complex work, which requests that we should follow 'scientific development view' and implementing "five overall plans". While developing economy, we should advance the reform of political system unceasingly, coordinate the benefits between all aspects and complete each work solidly.
