A Study On The Status Quo Of Farmers' Recognition Of The Preferential Agricultural Policies And Its Improvement Path

Under the background of the new era,China's economic and social development is in an important period of strategic opportunities,but also facing many challenges at home and abroad.In order to achieve the goal of building a well-off society and modernization in an all-round way,it is necessary for Chinese people to unify their political position and improve their political identity.In the current group division of China,the peasant group is an extremely important group.Their political identity,especially the identity of the state,the leadership of the party,and the governance of the government,to a large extent determines the overall trend of China's political identity.In the formation of farmers' political identity,policy identity is its core and key,because policy is an important link intermediary between the government and farmers.Farmers' political identity to the party and government is more obtained through the effect of policy implementation.It can be said that the level of farmers' policy identity determines their political identity to a certain extent.Due to the history of urban-rural dual division and the gap between urban and rural areas,the "three rural" issue has always been a major issue in China's economic and social development.To solve this problem,the government has issued a variety of policies and put them into practice.Especially in the new era,under the guidance of the goal of building a moderately prosperous society in an all-round way,a series of preferential policies for agriculture have been issued closely,which fully shows the confidence and determination of the central government to solve the "three rural" problem.Farmers are the beneficiaries of the preferential policies,and also the important judges of the implementation effect of the preferential policies.How they identify with the preferential policies,how to improve their policy identification and then improve their political identification need further study.Therefore,this paper takes the farmer group as the object,takes the policy identification as the content,through the research on the status quo of farmers' identification of the policy and the timely information feedback of the implementation of the policy,finds and solves the problems existing in the implementation process of the policy,so that the policy really benefits the majority of farmers,so as to enhance the farmers' identification of the policy.This paper first defines the relevant concepts,that is to clarify the connotation of the concepts ofpreferential policies,policy identity and preferential policies identity,and to explore the evolution of preferential policies in China.Secondly,taking Henan Province,a traditional province with large population,large agriculture and main grain producing area,as the research object,six specific preferential policies which are being implemented in Henan Province are selected as the object of the farmers' policy identification from the four types of preferential policies,namely,subsidies,social security,construction and development.At the same time,combined with the questionnaire and individual interview,from the perspective of farmers' policy identification In order to grasp the status quo of farmers' recognition of the preferential policies,we need to identify with the policy itself,the implementation of the policy and the performance of the policy.Then,according to the status quo of farmers' policy identification,this paper analyzes the target group factors,policy process factors and social environment factors that affect farmers' policy identification,that is,from the perspective of farmers' group,it analyzes the influence of farmers' demographic characteristics,political socialization degree and ideology on Farmers' policy identification;from the perspective of policy process,it analyzes the scientificity of policy making The effectiveness of policy implementation and the democracy of policy participation have an impact on the identification of farmers' preferential policies,and the impact of political environment,economic environment and cultural environment on the identification of farmers' preferential policies is analyzed from the perspective of social environment.Finally,according to the status quo and influencing factors of farmers' recognition of preferential policies,the paper puts forward the ways to enhance farmers' recognition of preferential policies.First,we should enhance the degree of policy to meet farmers' interests,grasp farmers' expectations to improve the scientificity and applicability of policies,increase capital investment and strengthen the financial self-sufficiency of local governments to consolidate the material basis of policy implementation;Second,we should strengthen the propaganda of the preferential policies.In view of the superficial phenomenon of the farmers' policy cognition,we should attach importance to the propaganda work of the preferential policies,position the comparative advantages of various policy propaganda methods such as the Internet and communication tools,and build the propaganda system of the preferential policies with rural and local characteristics.Third,we should strengthen the supervision of the implementation of the preferential policies to enhance the farmers' trust in the government In order to improve the policy implementation ability of the grass-roots government,we should standardize theoperation of rural public power,improve the policy performance evaluation system,and make the preferential policies truly benefit the people.Fourthly,from the perspective of the farmers themselves,we should speed up the establishment of the farmers' education system,improve the political quality and scientific and cultural literacy of the farmers,attach importance to the ideological and political education of the farmers,and eliminate the "equal dependence" ideology in the support of the preferential policies.
