The conflict between DPRK and U.S. has been shown up in their games on the North Korea nuclear issue. In one hand, on the pretext of developing nuclear power, DPRK has been secretly developing its nuclear weapons, so as to secure it from challenges at home and aboard and maintain its political system. In the other, U.S. has been standing firmly oppose the DPRK's behavior, aiming to defend its national interests, that is, containing the proliferation of mass-destruction weapons and preserve its existing interests in East Asia. The writer of this paper hold that research on U.S. policy towards the DPRK's nuclear issue would cast much light on analysis and prediction on of the future trends of international relations in the Korean peninsular. Bearing this spirit on mind, the writer begins her paper, which is consisted of the four following parts:Ⅰ. the DPRK nuclear issueEarly to 1950s, facing shortages of energy resources and power, DPRK had begain its nuclear program for peaceful use under aid by the former Soviet Uion. In mid-1980s, the findings by the U.S. spy satellite showed that there were Soviet-aided reactors in Yongbyon, DPRK and their operation went beyond the peaceful use. The IAEA then called for some necessary checks in the questioned site in DPRK, but it finally met with rejections by DPRK. From that time, and for the same reason, there broke out 2 rounds of DPRK nuclear crisis, among which the first crisis came into end with the US-DPRK Agreed Framework endorsed on Oct 21, 1994 and the other continued until quite recently.The deep-seated motivication for DPRK to develop nuclear weapons lies in its percieved unsecurity that it found serious challenges confronted its political system. Moreover, the hostile policy towards DPRK from the U.S. side also contribute to the DPRK's pursue for nuclear weapons.The major reason why the nuclear issue meets no resolution and changes into nuclear crisis are great differences and conflicts on the security strategies of U.S. and DPRK during the transforming of the security structure in Korean peninsular. Ⅱ. Analysis on the reason why U.S. concerns about for DPRK's developing nuclear weaponsAs the sole superpower, U.S., under its own interests, plays the role of world police in non-proliferation issues, keeping close watch on any countries or regions with potential nuclear capability.On geo-politics, seeing that the Korea peninsular connects the islands chains, in the west Pacific ocean, with the East Asia continents and thus become a interests intersect of great powers, U.S. ' interests has been threatened by DPRK's developing nuclear weapons.On alliance,to some extend the different attitude toward DPRK's nuclear issue affected the stability of U.S.-South Korea alliance.On ideology, there permeates conflicts between different political systems in U.S.-DPRK conflict. U.S. will miss no opportunity and spare no excuse to excert pressure on DPRK, as long as the latter sticks to its"DPRK-typed socialism".Ⅲ. policy choices for U.S. to approaching DPRK nuclear issueBill Clinton, the former U.S. president from 1993-2001, had adopted limited engagement policy toward DPRK nuclear issue."Engagement"appeared as the diplomacy negotiations with DPRK aiming to compel DPRK to abandon nuclear program;"Containment"means U.S. 's determination of never giving up the use of force as a approach to DPRK nuclear issue.Unlike Clinton, the Bush administration took the confrontation and containment ones, which included 3 points:entirely overthrowing Clinton's engagement-and-containment policy and emphasize the package resolution of the DPRK nuclear issue; sthrengthening economic sanctions and diplomatic isolation of North Korea; without giving up the use of force and preparing to make preventive attack when necessary; rejecting bilateral negotiations with DPRK and internationalising the nuclear issue.The mutilitaral negotiation, based on the"Six-party talk"mechanism (began on Augst,2003), seeking to resolve the nuclear issue by diplomatic and political means, was one of the important policies took by Bush administration. According the analysis on six gronds of"Six-party talk"in this paper, we could conclude that the adoption of"Six-party talk"by both U.S. and DPRK reflects the two countries share tactic interest--- to prevent the nuclear deadlock from aggravatation. Specifically, U.S. wants no crisis broken out in East Asia and DPRK needs foreign economic aid to alleviate its domestic economic predicament.Ⅳ. The Strategic Analysis and future prospects of U.S. towards DPRK's nuclear issueThe development of DPRK's nuclear issue lies in the kind of national strategy which U.S. will be able to chose. Affected by various factors from Internal and external,the strategic choice of the U.S. towards DPRK's nuclear issue has the following characteristics:(ⅰ) internal—Political parties inpact of the DPRK's nuclear issue; (ⅱ) Foreign—double standards below"the principle of non-proliferation" ;(ⅲ)political—DPRK's nuclear issue under the strategy of the Asia-Pacific ragion;(ⅳ)Economic—"sanctions" stractegic;(ⅴ)military—without giving up the use of force.In summary,the U.S. policy towards DPRK's nuclear issue in future may include the following: (ⅰ)Search for the peaceful settlement to DPRK's nuclear issue under the mechanism of six-party talks; (ⅱ)Impose economic sactions on DPRK before a final settlement on nuclear issue;(ⅲ)A local war will be evoked after U.S's attack to DPRK's nuclear facilities.In the concluding part of the article,the author believe that while the international community attach great importance to the six-party talks which aimed at resolving the DPRK's nuclear issue,the ultimate resolution of the DPRK's nuclear issue need U.S. and DPRK make great concessions at the same time.the way to resolve the DPRK's nuclear issue will be full of twists and turns Judging from the current situation.
