The Building Of The New Type Of Great Power Relations Between China And US:Cognitive Divergence And Strategic Motivation

China-US relation is the world’s most important and most challenging bilteral relationship. It also has been the focus and difficuty in China’s diplomacy. Since the establishment of diplomatic relations between China and US, it has been developed tortuously and in "non-friends,non-enemy states". Since the new century,with the economic globalization and political pluralism, Sino-US relation shows some new features, in particlar, the gap between their strength especially in economic is shrinking. The common interests and competitive factors increase at the same time.In this context,it is the aim of building the new type of great power relations between China and US that prevent them from conflicting with each other as the rising power and the conservative power in history and achieve peaceful coexistence between them,what’s more important is that creat favorable external environment for China’s continual development.The New Tpye of Great Power Relations Between China and US is a kind of "no conflict, not confrontation; mutual respect and cooperation and win-win" relation,and it is a kind of great power relation that seeking cooperation in healthy competition and share power and responsibility in seeking common points while reserving difference.It is also the relation of mutual benefit and win-win cooperation replacing zero-sum competition, cooperation and work together by replacing hegemonic rivalry and innovative development instead of fatalistic pessimism.Building new great power relations is not only conducive to the two countries, but also has a positive effect on the peace and stability of the whole world.So far, America has been erratic to the new type of great power relations and responds to it passively.There exists some cognitive divergence in building the new type of major power relationship between China and US, which mainly demonstrates on the aspects of connotation, emphasis and level of expectation in facing the Sino-US major power relationship. In terms of connotation, first of all, US has never accepted the connotation of the "mutual respecf" in building the new model of major power relationship; Last but not the least, there exists some divergence on the concrete fields and ways for "win-win cooperation". Secondly, in terms of expectation level, the new model of major power relationship China built is a relationship of mutual respect and equal cooperation, yet US is hoping to build a cooperative Sino-US relationship under the leadership of US. Finally,in terms of emphasis, China is accustomed to building a macroscopic framework first and then concrete the cooperative fields basing on that. On the other hand, US is accustomed to starting from the concrete affairs and fields in the view of microcosm. The reason why the cognitive divergence exists is that China and US have different strategic thinking and purpose.Even though there is some cognitive divergence in building a new model of major power relationship between China and US, it doesn’t indicate that we do not have the foundation and motivation in building the new model of Sino-US major power relationship. China and US have common strategic interests among domestic regional and international level.First of all.keeping "no conflicts,no confrontation" and cooperation and interdependence in economic and other fields are common strategic interests in domestic level; Secondly, keeping regional peaceful and promoting economic development are common strategic interests in regional level; Finally, doing with the climate change and other international challenges in cooperation, maintaining international security and promoting world economic recovery and development are commom strategic interests in international level.It is a common issue for China and US to bulid New Type of Major Power Relation and it is also a new attempt.However, due to differences in Sino-US strategic thinking and strategic objectives, the United States has not made positive response.Meanwhile, Sino-US relations are susceptible to become tensive because of the emergence of a third country. Therefore, first of all,in cognitive level, building it should prevent the deterioration of Sino-US relations and focus on the implementation of actions to promote cooperation rather than specific conceptual expression and make long-term preparations. Secondly, in negative level,building The New Type of Major Power Relations between China and US should prevent the deterioration of Sino-US relations through the establishment of crisis prevention and control mechanisms and preventing the Sino-US relations being kidnapped by a third party;last but not least, in positive level,to enhance China-US strategic mutual trust by enlarging and extending existing Sino-US exchange mechanism and to deepen Sino-US common interests on the basis of existing,such as economic, cultural and other fields, regional and global levels, and expanding Sino-US common interests such as in the areas of network security.
