Election institution is one important component in state political institution; the degree of perfect and democracy of it are the measures to judge the politics democratization of a state. Modern democratic institution comes into being in the west , thus modern democratic concept such as liberty , equality , human rights already have deeply rooted among the people , before the Western countries democratic institution puts democratic election into practice, that is one kind of a chooses conscientiously. And but cause not being such , because of the history of our nation, it has not make sufficient prepares on theory, the democratic concept also is not accepted really by the publics at the modern times before our nation leads into the election institution. On the contrary, for being governed by the long period of feudality, the concept such as "to govern the citizens" "to be abjectly obedient citizens" become deeply ingrained in, that is incongruous with the development of the modern election institution.The leader of each session has positively probed modern way of democratic election since the new China is founded; the Chinese citizen has broken fetters of the traditional ideas step by step, which drives the election institution improved and perfect.
