During the Cold War, the relationship between the Soviet Union and India was already very close, after the end of the Cold War, Russia adjusted its policy towards India and established a new type of Russian-Indian relationship. Russian-Indian relationship is very important in the contemporary international relationship, and the tendency of it's development will have a significant impact not only on the relationship between contemporary powers, but also on the peace and stability of Asia-Pacific region and the whole world. In this paper the writer deeply analyzed the process of development of Russian-Indian relationship, discussed it's statusquo and explored the tendency of development of Russian-Indian relations and international influence.The first part: the course of development of Russian-Indian relationship. It is summarized in three phases : Phase 1, 1991-1993, the period of cool relations between the two countries. After the breakup of the Soviet Union, Russia used to take a "pro-Western" foreign policy, and neglect it's traditional allies. The second phase, 1993-2000 is the period of improvement of the relationship between the two countries. From 1992, Russia has adjusted its policy towards India and set the tone of development on the practical economic and military cooperation .This policy received a positive response from India. In January 1993 Yeltsin visited India and signed the "Treaty of Friendship and Cooperation between Russia and India" ,and this Treaty set a positive tone for the development of relationship between the two countries. Russian-Indian trade and economic relations and military cooperation were restoed. The third phase, from 2000 to date is the period of development of Russian-Indian relations. In October 2000, the two countries signed the "Declaration on Strategic Partnership",which established a framework and principles for development of Russian-Indian relationship for the 21st century. The second part: the comprehensive development of Russian-Indian strategic partnership between the two countries. First, in January 1993 the two States signed the "Treaty of Friendship and Cooperation between Russia and India", which has laid the foundation for the development of the post-Cold War relationship between the two countries and became the guiding principle in development of their relationship. Second, the bilateral economic and trade cooperation has expanded. Economic cooperation is the basis of Russian-Indian relationship, the Russian steel, heavy machinery and equipment manufacturing have mature technology. The more mature areas such as civilian nuclear technology, and its oil, non-ferrous metal materials and products have strong export capacity to meet the needs of economic development of India. Russia is difficult to quickly enter the market in the West, India's vast consumer market and its enormous potential for economic development will undoubtedly be very attractive. Russia also hopes to catch the rapid development of the information industry, and cooperate with India in the field of information technology software. Third, the focus of the defense cooperation between Russia and India has become an important pillar of the development of a strategic partnership between the two countries. In December 1994, the two countries have reached the "longtime agreement on cooperation in military technology before the 2000," after that they reached the "2001-2010 Military Cooperation Agreement." Different from in the Soviet Union, their defense cooperation beyond the purely trading relationship into joint research, joint development. cooperation in the higher stages of production.The third part : the characteristics and prospects for development of Russian-Indian relationship. With the non-aligned character of Russian-Indian relationship, their development trends will be affected by a number of factors. First, the Russian-Indian relations will be affected by a series of adverse factors, including that Russia and India to improve their relations with the United States and Sino-U.S. relationship changes; Russia and India are facing the impact of geo-political; Differences on the issue of nuclear non-proliferation. Second, a favorable factor for the strategic partnership between Russia and India is that active development of Russian-Indian relationship is in line with the fundamental interests of both countries; On some major international issues they hold the same or similar positions; The complementary nature of economic have created favorable conditions for development of economic and trade relationship between the two countries. It will have great potential that India's software industry will combine with Russian scientific research; Agreed to strengthen defense , India can use advanced Russian-made weapons. India is the ideal partner of Russia in the field of military technology .To expand cooperation with India in defense is in line with Russian economic interests.In short, the two countries established the strategic partnership from the international strategic situation, in keeping with the strategic interests. It helps to improve their international status in the Asia-Pacific region and the world. It will have a major impact on peace and stability in the Asian region and the world. It is of great significance for creation an international environment for China's peaceful development that strengthen Sino-Russian relations, develop Sino-Indian relationship, and promote dialogue and cooperation among the three countries.
