On Official's Secret Income

Our country's current official income system has built, accompanging with the establishing of our official system, in the process of the planned economy to market economy. After 14 years running, some faultiness has exposured, and it has attracted much more attention. Recently, some affairs in point to official income system come forth, such as civilians' progression raises, "sunshine pay" system is put into practice in some cities, "Law for civilians" was brought into effect. It shows official income system's irrationality. Thus, this thesis attempts to translate theory research into methods of practice direction, devoting on solving the problems of current official income system and providing feasibility suggestion on official income system which adapt to social market economy. Based on the concept and origin of official secret income; its negative influence and the deep cause which results in the problem. And the reformation measures and suggests—revelation of official income system's reformation in Guangdong Shanghai and Beijing; revelation of official income system's constructing in developed countyies; to perfect official's bussiness consumption; to reform current official income system's structure; to build up effective official income supervising system and to reinforce ideological and political education for officials.
