There appears the difficult problem—"village in city" during the high-speed urbanization process in China. The existence and spread of "village in city" phenomenon has, to a certain extent, set back the further development of modem cities. Now the transformation of "village in city" will be an urgent problem that with many cities faced. In 2006, Lanzhou started to reform 61 "village in city" .But the reform is not easy, it will not only face the ownership changing of the collective land, but also will face the problems such as the collective economy and the benefits of landless-farmers in the reform and so on.The paper starts from the current situation and the formation reason of "village in city" , regarding the rapid urbanization as the direct reason and the dual urban-rural land system as the intrinsic origin of the formation of "village in city" .And it analyzes the existing problems of "village in city" from the angle of government, village people and society, pointing out the three major difficulties in the transformation: changing the land ownership, disposing of the collective assets and protecting the rights and interests of landless-farmers.First, it especially discusses the land system of "village in city"and the model of changing the ownership of the collective land, aiming at the problems of the traditional land confiscation model and the model of changing the collective land to state-owned, and suggests that land funds should be formed to avoid the shortcomings in the present process of nationalization of collective land of. Second, the reform of collective economy is analyzed. The paper directs against the question that the collective economy exists and difficult point issue of transformation, and puts forward some thought of the changing from collective economy to the share-holding system economic. Last, the paper proceeds with the rights and interests of landless-farmers, points out that the problems of landless-farmers can be tackled properly through ways of improving land requisition compensation mechanisms, establishing social security system and enhancing self-protection capabilities of landless-farmers.
