Up to now, the competitions of region and nation have already become to take economydevelopment as a main content of all-directions compete. Governments in all countries have tomake a valid but vivid reaction for raising the native economic and strategic competition ability.For satisfying this kind of request, the government organ reform has already become a kind ofworld and social current.The county government has important position in our country administration system.Whether county government organ reform success or not, direct influence our country wholeadministration mode from planned economy to market economy transformation of success orfailure.Lately 29 years after China establishing, the county government once carried on manyorgan reform, these reform have a certain function in raising the government management leveland efficiency. But all these reform have strong tool meaning for putting its attention onresolving the need problem no on the reform farsighted meaning. So all these reform have noprogress of breakthrough. After the Third Plenary Session, with the economic restructuringcontinues, the government administration management system expose many serious blemishes,old administration mode is far to raise the request of society development. So Chinagovernment put political restructuring on the agenda and Carried on four great governmentorgan reforms up to now from then that time successively. Three of it respectively at thebeginning of 80's, at the beginning of 90's and the reform of the beginning of 21 centuriescarries on to county government.This thesis aims at the county government organ reform of the beginning of 21 centuries.We have surveyed several county governments at the east of Guangdong province in 2002 and2004 by questionnaire. Make recurrence and analyses the cognitive pattern, behavior pattern ofthe office-bearer in the county government and the behavior pattern of the county governmentorgan through the paradigm of culture. Get the idea of that this is a relative successful countygovernment organ reform in transformation of administration mode from planned economy tomarket economy, lacking idea of democracy and system is the central issue of the countygovernment organ reform. With the development of idea of system and democracy in our county, this type of cognitive pattern and behavior pattern will become true. With comingreform will pay more attention to system and democracy, county government organ will bebetter meet the need of society.
