A Study On The Evolution Of The Government Behavior Pattern Of TEDA

TEDA has been the best among China's economic and technological zones andhas made great achievements in economic and social development for 20 years. At thereform and opening forefront of Tianjin Municipality, TEDA has become an area withmost investment from home and abroad, fastest economic growth, most dynamicmarket, best investment environment and newest operation system, playing a crucialrole of exhibition, demonstration, radiation and driving in regional economicdevelopment. In the development of TEDA, the service-oriented government behaviorforged over the past years has been playing a decisive part. As time flies, however,there have been great changes in politics and economy in China as well as in the world,resulting in TEDA losing policy advantages. What should TEDA do to achievesustained development and fulfill its historical mission of propelling the regionalmodernization as a pioneer? To the government of TEDA, it is urgent to evolve itsbehavior pattern.The major objective of this thesis is to study the innovation of TEDA'sgovernment behavior patterns, based on the demand orientation of economic and socialdevelopment, applying the reform theory of socialist market economic system withChinese characteristics and the new theories in public management, integrating themanagement practices of TEDA government with a stressed practical analysis, so as toensure TEDA to march on rapidly in the correct development direction to contribute tothe economic development of Binhai New Area and Tianjin Municipality and theconstruction of a harmonious society. The logic perspective of this thesis is to take thefoundation background of TEDA as a base and the achievements of TEDA as a startingpoint and to take TEDA's mission and situation under the WTO background intoconsideration, in order to decide on development orientation. Through the comparisonbetween objectives and reality, the evolution direction of the government's behaviorpatterns and the respects to be innovated are designed.The study achievement as well as the innovative point of this thesis is as follows:put forward the designing principles and characteristics of TEDA's new governmentbehavior patterns;come up with the development phases in pattern evolution;andpropose countermeasures and suggestions on the innovations in conception andsystem.The conclusion of this thesis: the evolution of TEDA's government behaviorpatterns is the decisive factor in retaining TEDA's vitality and the successful evolutionof the new government pattern depends on the integrity of TEDA people.
