With the development of urbanization in China, the problems of community building and management have begun to draw close attention from people since 1980s. Urban community culture is one of the most important parts of community building and management in social public administration and it is the distinctive integration of some cultural phenomena such as group consciousness, values, behavior pattern and life style, which is formed in a certain district and during a long period. Culture development is the soul of the whole community building. It is of great significance for promoting spiritual civilization in communities and has positive influence on harmonious community building. What's more, culture building will meet residents'needs for culture life growing continuously and effectively solve a series of problems that communities are facing during the period of social transition. This thesis will try to study the development of urban community culture in an inductive method, and promote a new category—pattern of urban community culture's development.Through the analysis of the pattern of initial urban community culture's development, the characteristic, advantage and disadvantage of the pattern is to be commented. There will be two goals of urban community culture's development in the 21st century: the first is the establishment of harmonious community spirit; the second is the comprehensive and free development of persons in communities. It is emphasized in this thesis the different status of government, self-government groups and units in urban community culture's development. Three kinds of integration of cultural resources is to be discussed: material and spirit, public good and business, modern and history.
