In the city supervision over leading cadres at the county level exists a problem of "superior supervision is too far, peer supervision too weak, lower supervisory too difficult", that is the power vacuum and supervision unsatisfactory, which results in serious dereliction of bureaucracy and corruption and the political administration of inefficiency in practical work. In some places, leading cadres at the county level cities have become corrupt"disaster" ."The earth will shake if the foundation is not strong ." Hence, we have to explore the characteristics of power at the county level, establishing and improving more effective checks and oversight mechanismsThis thesis uses the Marxist standpoint and viewpoints to analyse the county-level city of China's current political, economic and social development status, problems and the causes. It tells us what the essence of social grass-roots of the regime is. It also tells us what the essence of the monitoring and restricting over the power is. Combining the current political system reform, setting out from our actual conditions, it use other political rational elements of civilization for reference and strive to probe into the need , the possibility and the basic channels of setting up the checks and oversight mechanisms of a county-level city .
