| In order to speed up the construction of a government ruled by law and a service-providing government,and improve the government management system,the Third Plenum of the 18~thh CPC Central Committee carry out the historic initiatives of"implementing the power list system of local governments at all levels and their working departments,and announcing the power operation procedure by operation of law".In March 2015,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Guiding Opinions on Implementing the System of Power List of Local Government Work Departments at All Levels,further clarifying the responsibilities and powers of local government work departments at all levels,vigorously promoting simplification and decentralization of power,and forming a service-oriented government with clear borders,reasonable division of labor and consistent powers and responsibilities.This paper focuses on the problems arising from the implementation process and the reasons in Liuyang City and On the basis of summarizing the literature,this paper summarizes the current situation of power list research at home and abroad.After explaining the linguistic and basic theory,and then starting from the current status of Liuyang power list system,this paper focus that in the process of implementation of power list system in Liuyang City,there exists a low level of public awareness and participation,and a power list.The problems such as the insufficient understanding of the implementation of the power list system by the government and the people,the low participation of the people in the process of the power repertoire system,the negative impact of traditional administrative culture and ideology,and the lack of strict supervision rules in the power list system are analyzed.The top-level design of the list system and its implementation is not rigorous enough,and the system of accountability and supervision and evaluation in the power list system is not perfect enough.This paper also tries to explore the reasons why the list system of powers is not perfect.It also tries to awaken the awareness of the power list system and public sense of participation,construct the mechanism of dynamically adjusting the list of government powers,improve the guarantee mechanism of implementing the system of government power list,and perfect the implementation of the list of government powers.Policy suggestions such as supervision and evaluation mechanism of the system in the hope of promoting the sustainable development of the power list system... |
