Status,Problem And Countermeasure:Research On The Work Of County Inspection

Since its establishment,the Communist Party of China has paid great attention to the construction of a clean and Honest Party style and inner-party supervision.The patrol system is the supervision and patrol carried out by the Party Central Committee and provincial Party committee,and plays an irreplaceable role in the inner-party supervision.The patrol system has played a sharp role in the overall strict governance of the party,forming a deterrent role,but it can not cover the grass-roots party organizations of the city and county.The Party Central Committee decided to extend the inspection work to the city and county,and establish the inspection system in the city and county Party Committee.The 18 th National Congress of the Communist Party of China is an important milestone in the development of inspection and inspection work in China.It has promoted all the municipal and county Party committees to establish an inspection system,realized the comprehensive development of inspection work,realized work together of patrol and inspection,and played a strong deterrent force.The 19 th National Congress of the Communist Party of China raised the patrol and inspection to a new height,further clarified the requirements of the inspection system of grass-roots party organizations and Party members and cadres,and wrote the inspection work of city and county Party committees into the party constitution,which made the inspection work supported by the fundamental law of the party.This enables the city and county Party committee in the new era to have rules to follow and laws to follow in the process of carrying out patrol work.The inspection system is mainly supervised by the grass-roots party organizations and Party members and cadres in cities and counties,and plays an important role in the inspection work in cities and counties.In the process of county-level patrol,the outstanding problems in grass-roots party organizations were effectively solved,and the discipline and work style ofParty members and cadres were rectified and improved in a large scale.The development of grass-roots patrol work is also an important measure to actively respond to democratic supervision,which provides system and mechanism guarantee for the realization of the goal of "Seeing Party self-governance exercised fully and with rigor.",and is an indispensable part of the party organization construction in China.Although the inspection work of the county Party committee has achieved certain results,there are still some problems that need to be solved urgently.We should deal with these problems with a positive attitude and explore ways to solve them.This Master's thesis takes s county patrol work of Shanxi Province as an example to analyze and study the county patrol work.The introduction part of the paper analyzes the research background and significance of the county-level patrol work,at the same time,it briefly expounds the research status and research methods of the domestic and foreign patrol system.The first part defines the concept of patrol and inspection system,analyzes the relationship and differences between patrol and inspection,this paper expounds the theory of inner-party supervision and governance.The second part expounds the current situation of inspection work in s county and the main methods of inspection work,and comprehensively analyzes the effectiveness of inspection work in terms of strict management of the party's responsibility for Party governance,strengthening the construction of grass-roots organizations,improving the power operation mechanism,and curbing grass-roots corruption.The second partThe third part analyzes the current situation and finds out the existing problems of each link in the preparation stage,implementation stage,feedback stage and rectification stage of S County's patrol work.The fourth part analyzes the causes of the existing problems in S County,mainly summarizes the three factors of ideological understanding,governance ability and mechanism system,and details the cause analysis.The fifth part puts forward reasonable and targeted suggestions for improving the county-level patrol work,mainly from four aspects: improving the construction of thecounty-level patrol team,improving the way and method of patrol,improving the patrol rectification and achievement application,and improving the mechanism and system.
