Public Value Management: A New Perspective For Public Management

After the traditional public management paradigms are criticized, this article introduces a new approach to public management: Public Value Management, bases on the emergence of networked governance. This paradigm argues that underlying philosophy of public managers should be create public value. Different from the traditional public managers, they should not only comply with the rules which were designed by superior, or maintain the operation of organizations. But also as strategic managers, they have to change the roles of the organizations and innovate the value. They need to think out, define and create the public value. As creators, the managers' task does not insure the organizations went on, but the responsibility is that they should try to alter the functions and behaviors of organizations according to the changes of the environment and their understandings about public value.Public preferences are at the heart of public value. Moreover, the public value management paradigm bases its practice in the systems of dialogue and exchange which improves the availability of the public participation and provides a more pragmatic system for delivery. In networks and partnerships, people build successful relationships with others in the context of mutual respect and shared learning. The article divides into five parts. The first section is the introduction which introduces the reasons that brought about the naissance of the paradigm of Public Value Management. The second section summarizes the literature on this subject home and abroad. I especially emphasize 5 most important papers of the literature. The third section sums up the results of western scholars' researching, including the definition of public value, the components of public value, the establishment of public value, the frame of public value management, key objectives, the way to achieve objectives, how to select delivery vehicles, as a measure of performance, the changes of administrative culture, democracy and efficiency in public value management. The fourth section introduces the case which built a skilled government in Qingyuan County of Zhejiang Province and analyzes it under the paradigm of PVM. The fifth section discusses the effect of the public value management to the reform of public management in China. As a new paradigm of public management, public value management suits to the emergence of networked governance and also adapt to the epoch. The aim of this paper is to invite the domestic scholars' attention to the conception of public value management, for there are few literatures on this issue in Chinese Mainland. On the other hand, it also would like to offer a new way of measuring performance and guiding policy decisions for governments. The new paradigm should create a great deal of public value in the future.
