Since 1992 to 2012, the period of 20 years,Bill Clinton,George? W ?Bush and Barack Obama Government has successively conducted the most profound and the most extensive reform based on the theory of "reshaping government",which is regarded as the core of the government reform and achieve a worldwide success. Not only dose bring the United States into a period of stability and prosperity for 20 years,maintain its leadership status around the world and enhance its power around the world,as well,but greatly enriched the "new public management" theory. US’ reform, reflecting the trend and trajectory of the development of the world, has a certain advantage and rationality.Therefore,learning and researching the theory and practice of the reform of Clinton,George ? W ? Bush and Obama government,not only can we enrich a more professional knowledge of administration,expand professional horizons,improve academic level,meanwhile,we can use the experience and measures of the reform of the US government.After comparing the theory and practice of US’ reform with China’s,not only we can enhance the ability that proposed,analyzed,and solved by ourselves,but also offer our government during the reform some efforts.Since the three federal government reform and research is a interdisciplinary research problem, it is subject to multidisciplinary research methods. Administrative science,management science,history and political science and other subjects of research methods are adopted in this dissertation to carry on the explanation. This paper will use the theory of "reinventing government" theoretical support for this paper,so that the more theoretical depth. Through the study of the three federal government reform, this article briefly summarizes the main results of three federal governments’ reform and problems. Major achievements of governments’ reform include:government agencies and personnel have been effectively streamline and improve the working-efficiency of government, reduce administrative costs and improve the quality of public services and strengthen the e-government construction. All that promote the sustainable and stable development of economic society. The main problems existing in the reform include:first,separation of the three powers restricted the efficiency of reform;second,the outsourcing of public services leads to vague responsibilities;third,the lack of the support of a new economic theory.The article exploratory puting forward three government’s reference of the three federal reforms that influences on our government’s reform. First of all,we must adhere to market-oriented means to advance the transformation of government functions;secondly,by the way of expanding democratic participation to raise the public recognition of the government reform; thirdly,using the law to ensure the continuity of government reform;lastly,creating a modern e-government to improve public services. At the same time,in reference to the reform experience of foreign countries,remember blindly copy,must bewith the country’s economic and social environment,combination of political system and historical tradition,innovation and development a set of suitable for the national conditions of the reform theory and the reform program.
