As far as the Governing Party is concerned, the nongovernmental organizations, like a double-edged sword, are not only important strategic resources, but a challenge to its legitimacy and social foundation. The effective management of the nongovernmental organization resources is the inherent requirement for the improvement of the Governing Party's ability in social integration and for the consolidation of its ruling status. Emphasizing the strategic importance of constructing the harmonious society and improving the administrative ability, the Governing Party is supposed to understand and handle the relationship with the nongovernmental organizations, i.e. not only to establish contact with them, but also to integrate all their resources into the Party's governing system.Focusing on the basic relationship between the Communist Party of China and the nongovernmental organizations, this thesis demonstrates the interactive logic behind them and the pattern of them. The thesis consists of 4 chapters, 16 sections.Chapter one, the introduction, divided into three sections, clarifies the purpose and the practical significance of the study, combs both domestic and international current research situations, and introduces the research method, the writing thread and the innovative points. Chapter two, the analysis of the relationship between the Governing Party and the non-government organizations, is divided into four. Beginning with the difference them and the connection the two, it fully and objectively expounds both the positive and the negative effects of the nongovernmental organizations on the Governing Party, and analyzes the current relationship between the two. Then it reveals the ideal relationship between the two, i.e. the sound interactive cooperative relationship, and the gap between the ideal relationship and the realistic relationship.Chapter three, the demonstration of Putuo District's management, is divided into five sections. First, it introduces the current situation of the nongovernmental organizations in Shanghai. Then beginning with the current development and party construction of the nongovernmental organizations in Putuo District, it summarizes the outstanding achievements and the emerging problems and analyzes the causes. It focuses on the latest explorative attempt in Putuo district, i.e. the management hub, and draws the conclusion that depending on the nongovernmental organization service centres, establishing the nongovernmental organization management hubs, and accordingly constructing the Basic Party Organization are the effective channels to reinforce the Party's leadership of the nongovernmental organizations. It functions as a linking bridge between theory and practice.Chapter four realizes the party in power cooperates with non-government organization the interdynamic relation countermeasure is imagined, divided into four. This chapter gets back to practice from the theory, make the research of the whole subject relatively intact.
