Weather the ruling party is performing its power by rules is not only concerned with the status of the ruling party but also the development of the country, the stability of the society and the happens of the people. Therefore, a party that is responsible for the people and for the great mission of bringing about a great rejuvenation of the Chinese nation, should first carefully study the governing rules and do everything possible to master the governing rules. On the part of the people and the country, studying the governing rules of the communist party of china's is of extraordinary significance.Concerning and the new governing theory and practice of the new central collections leadership with Mr. Hu Jintao, the general sectary of the communist Party of china, as its leader and combining the forming of the latest theory in the 17^th National Congress, the thesis has made a trial conclusion and study of the governing theory and practice of the new collective leadership.The first chapter mainly explains the conceptions related to the study of governing rules, including "govern" , "rules" , "governing rules" , analyzes the intention, function, features and essence of governing and explores the meaning and primary connote of governing rules.In the second chapter, the author analyze the necessity of the central collective leadership's innovation of governing rules since the 16^th National congress. The author believes that our leader groups should constantly deepen their understanding of governing rules, for the governing course of our leader groups indicates the need of innovating governing rules, the change of the governing environment indicates the need of exploring governing rules and the task of construction of communism with Chinese characteristics indicates the constant exploration of the governing rules.In the third chapter, the author analyzes the governing studies and practice of leadership since 16^th Notional congress, This part places emphasis on analyzing the achievements of governing studies and practice mode by the new central collective leadership in recent six gears with comrade Hu Jintao as its leader. The author also analyzes the seven governing rules, including proceeding from the actual situation of our country, democracy, theoretical innovation and fours on the economy, the reform and opening-up policy, keeping stability, managing state according to law and self-disciplines of the party.
